Mes chers collègues, confrontés aux conséquences des restrictions imposées par la politique de prévention du COVID-19 il semble que nous nous trouvions finalement devant l'alternative suivante :
1°) Ne pas demander de prolongation du projet E+A (Noah) et tenter de réaliser les activités prévues (réunion transnationale R5 et échange C5 / ou plutôt mobilité équivalente à C5) d'ici à la fin du mois d'août. Cette stratégie est envisageable en principe, même si nous ne savons toujours pas aujourd'hui avec cette certitude quand et comment les liaisons aériennes et terrestres entre nos pays seront rétablies.
OU BIEN
2°) Demander un report de quatre mois, à titre dérogatoire, de la fin de notre partenariat. Cette démarche doit être faite par le coordinateur (le Lycée Ravel) auprès de l'agence française, et peut être entreprise à partir du 2 juin ; mais nous ne serons en situation d'espérer une réponse favorable qu'à la condition de présenter des preuves que vous avez été dûment consultés
(dans l'éventualité où nous choisirions cette solution, je suppose que les copies des notes de coordination depuis IC 19 et le courrier officiel qui vous a été adressé par M. le Proviseur peuvent suffire, mais peut-être conviendra-t-il aussi que vous nous adressiez un accusé de réception, dont nous reparlerons ensemble de la forme à lui donner).
La procédure de force majeure destinée à vous permettre d'être indemnisé des sommes que vous auriez perdu en raison de l'annulation de mobilités ne pouvant être conduites que si les événements annulés sont inscrits dans Mobility Tool, nous pensons avoir tout intérêt à demander le délai de quatre mois supplémentaire qui nous est en théorie octroyé, ce qui permettrait un report de C5 (et non une annulation) en le reportant au tout début de l'année scolaire prochaine (tout du moins avant décembre, nouveau terme du partenariat, et - en fait- dès que possible en fonction de l'évolution du contexte sanitaire).
Sur le plan pédagogique, et dans la mesure où une réorganisation des activités et un nouveau calendrier doivent être formalisés et détaillés dans la demande de dérogation adressée à l'UE, nous envisageons de tourner une partie du film » « L'Arche » avec Pauline Laplace et une équipe constituée d'élèves Français volontaires dans le courant du mois de juin, puis de compléter le tournage et de faire le montage avec vos élèves et de nouveaux lycéens Français (n'ayant pas encore participé au projet en amont) en septembre ou en octobre prochain. Le procédé nous paraît cohérent car une partie des élèves ayant suivi le projet, à Dobrich comme à Cluj et Alcochete, sera toujours scolarisée dans vos établissements l'an prochain (dont Andrea, qui avait été en charge de la rédaction du synopsis définitif). J'ajoute qu'un échange de court-terme implanté à Saint-Jean-de-Luz cet automne serait aussi l'occasion, si vous le désirez de vous impliquer dans un eTwinning afin de préparer d'autres coopérations à moyenne échéance.
Merci de prendre le temps de réfléchir à ces questions, et de me dire si vous approuvez l'organisation d'une visioconférence, qui pourrait avoir lieu Jeudi 28 mai à 13h (14h en Bulgarie et Roumanie, midi au Portugal) pour prendre ensemble les bonnes décisions (notamment pour ce qui concerne R5, séminaire qui pourrait être maintenu en juillet ou en août).

My dear colleagues, faced with the consequences of the restrictions imposed by the COVID-19 prevention policy, we must finally choose among the following alternative:
1 °) Do not ask for an extension of the E + A project (Noah) and try to carry out the planned activities (transnational meeting R5 and exchange C5 / or rather mobility equivalent to C5) by the end of August. This strategy is conceivable in principle, even if we still do not know today with this certainty when and how the air and land links between our countries will be re-established.
2 °) Request a 4 months postponement, by way of derogation, from the end of our partnership. This must be done by the coordinator (Lycée Ravel) with the French agency, and can be undertaken from June 2; but we will be able to hope for a favorable response only on condition that we present a proof that you have been duly consulted about
(in the event that we choose this solution, I suppose that the copies of the coordination notes from IC 19 to IC 23 and the official letter which was sent to you by Mr Cabalé, our Headmaster, may be sufficient, but perhaps it will also be suitable that you send us an acknowledgment of receipt, which we will discuss together in a form to give it).
The « force majeure » procedure intended to allow you to be compensated for the sums that you would have lost due to the cancellation of mobilities can only be carried out if the canceled events are registered in Mobility Tool, so we believe that it is in your interest to request the delay of four additional months which is theoretically given to us, which would permit a postponement of C5 (and not a cancellation) to the very beginning of the next school year (at least before December, wich would become the new term of the partnership- in fact as soon as possible depending on the evolution of the health context).
On the educational level, and insofar as a reorganization of activities and a new calendar must be formalized and detailed in the request for postponement addressed to the EU, we plan to shoot part of the film "The Ark "with Pauline Laplace and a team made up of French student volunteers during the month of June, then complete the filming and make the editing with your students and new French high school students (who have not yet participated in the project upstream) in September or next October. The process seems coherent to us because a part of the students who followed the project, in Dobrich as in Cluj and Alcochete, will still be schooled in your establishments next year (including Andrea, who had been in charge of writing the final synopsis). I would add that a short-term exchange established in Saint-Jean-de-Luz this fall would also be an opportunity, if you wish, to get involved in an eTwinning in order to prepare other cooperation in the medium term.

Suite à la visioconférence de ce jour, deux décisions ont été prises :
1°) L'ensemble des partenaires approuve la proposition du Lycée Coordinateur de solliciter par dérogation une prolongation de quatre mois du partenariat, ceci afin de pouvoir implanter (en cas d'acceptation de cette modification du contrat initial par l'Agence Erasmus+) le dernier échange de courte durée C5, initialement prévu en mai 2020, à l'automne 2020 (vraisemblablement en novembre) à Saint-Jean-de-Luz, en France,
comme prévu dès l'origine .
2°) Le partenaire portugais propose d'organiser l'ultime séminaire transnational fin juillet (sans doute dans la semaine du 23 au 27) dans la mesure où chaque équipe aura vérifié qu'elle est bien disponible à ce moment et que les protocoles sanitaires et les règles de circulation permettent de faire cette mobilité.
J'ai le plaisir de vous confirmer par ailleurs l'accord de notre chef d'établissement au tournage partiel du film « L'ARCHE » par les élèves Français, en juin , à Saint-Jean-de-Luz. Cette activité sera complétée à l'automne par les productions faites vos élèves lors de C5 ce qui conforte notre stratégie pédagogique et justifie la demande de report du voyage d'étude, sans lequel la dernière production du partenariat n'aurait pas le caractère transnational souhaité. Je vous proposerai d'intégrer le groupe What's app du tournage (ainsi peut-être qu'un élève responsable dans chaque école) dès que Pauline Laplace aura validé sa mise en place afin que vous puissiez être associés à distance et en temps réel à l'activité faite en France.

Following today's videoconference, two decisions were made
1 °) All the partners approve the proposal of the Coordinating High School to request, by way of derogation, a four-month extension of the partnership, this in order to be able to set up (in case of acceptance of this modification of the initial contract by the Erasmus + Agency) on last short-term C5 exchange, initially scheduled for May 2020, in fall 2020 (presumably in November) in Saint-Jean-de-Luz, France, as originally planned.

°) The Portuguese partner offers to organize the last transnational
seminar at the end of July (probably during the week of 23 to 27)
insofar as each team has checked that it is available at that time
and that the health protocols and traffic rules allow this
mobility.
I am also pleased to confirm the agreement of our head
teacher to the partial shooting of the film "L'ARCHE" by
French students in June in Saint-Jean-de-Luz. This activity will be
supplemented in the fall by the productions made by your students
during C5, which confirms our educational strategy and justifies the
request to postpone the study trip, without which the last production
of the partnership would not have the desired transnational
character. I will suggest that you join the What's app group for
filming (as well as perhaps a responsible student in each school) as
soon as Pauline Laplace has validated its implementation so that you
can be associated remotely and in real time with the activity done in
France.

RAPPELS
Depuis le 16 juin, nous savons que l'Agence Nationale Erasmus+ a accepté l'extension dérogatoire de la durée de notre partenariat (portée de 36 à 40 mois) C'est une bonne nouvelle qui nous permet d'espérer accomplir en totalité le plan de mobilités prévu dans notre dossier de candidature. Par ailleurs des élèves français volontaires ayant participé au projet mais quittant le lycée cet été – comme tous les participants du Lycée Ravel - ont tourné une ébauche du film « L'Arche » afin que nos productions intellectuelles soient achevées dans tous les cas (le film sera complété lors de l'échange C5 si ce dernier peut être maintenu conformément à notre intention commune).
REMINDER
Since June 16, we know that the National Erasmus + Agency has accepted the derogatory extension of the duration of our partnership (range from 36 to 40 months) This is good news which allows us to hope to fully accomplish the plan of mobilities provided for in our application. In addition, French student volunteers who were participating in the project but who have to leave the school this summer - like all the French pupils involved in E+A from the Lycée Ravel - shot a draft of the film "THE ARK" so that our intellectual productions were completed in all cases (the movie will be finished during the C5 exchange if it can be maintained in accordance with our common intention).
R5 implementation
Après consultation des écoles partenaires (par visioconférence) hier il a été convenu par les membres du partenariat que le séminaire de pérennisation R5 (réunion transnationale sans élèves) prévu éventuellement fin juillet serait décalé compte tenu de la prise en compte des motifs suivants :
- la prolongation de la durée du projet E+A (Noah) au delà du mois d'Août, son terme légal initial, n'impose plus d'anticiper la mise en oeuvre de cette mobilité pendant les congés (pour éviter la perte des subventions dédiées).
- la situation sanitaire locale des hôtes de la réunion est aujourd'hui sujette à caution (Alcochete se trouvant à proximité immédiate de Lisbonne, où les autorités ont décidé de reconfiner les populations)
la liberté de circulation des équipes bulgare et Roumaine est actuellement limitée et la reprise normale des vols entre ces pays et l'Europe occidentale n'est pas pleinement garantie d'ici à l'automne
After consulting the partner schools (by videoconference) today, it was agreed by the members of the partnership that the R5 sustainability seminar (transnational meeting without students), possibly scheduled for the end of July, would be postponed taking into account, first that the extension of the duration of the E + A project (Noah) beyond the month of August, its initial legal term, no longer requires anticipating the implementation of this mobility during the holidays (to avoid loss dedicated grants).
In addition, that the local health situation of the meeting hosts is today questionable (Alcochete being in the immediate vicinity of Lisbon, where the authorities have decided to reconfigure the populations) And also because the freedom of movement of Bulgarians and Romanians is currently limited and the normal resumption of flights between these countries and Western Europe is not fully guaranteed by the autumn. DATE OF THE C5 IMPLEMENTATION : From the 12th to the 14th of October (the later moment possible, after a demand of French Authorities in order to avoid to organize the seminar in september).
C5 implementation
En ce qui concerne le dernier échange entre élèves, la date déjà convenue a été confirmée (du 2 au 6 novembre en France) même s'il est malheureusement possible que les circonstances nous amènent à devoir l'ajuster encore (dans l'hypothèse d'une deuxième vague amenant de nouveau à des restrictions de circulation).
Regarding the last exchange between students, the date already agreed has been confirmed (from 2 to 6 November in France) even if it is unfortunately possible that circumstances lead us to have to adjust it further (in the hypothesis of a second wave again leading to traffic restrictions).
We will do in this context a cinema poster design workshop (with the mission of making THE ARK film poster) and perhaps a little editing and postproduction as part of another workshop with a handful of students engaged if our experts can be present.

All lunches took at the High School (no spend for the guests) except on Thursday- Workshops made in order to add some sequences and/or to meliorate the quality of « The Ark » film but also to involve our new local targeted group of pupils in the Erasmus+ process (French students will have to lead the QUINTESSENCE partnership after they have helped the ERASMUSPLUSANIMALS teams to perform the end of the 2017/2020 partnership). Another goal could be to maintain links with e+a friends help to eTwinnning.
C5 Agenda will have to be definitively fixed during R5.
La concertation des partenaires réunis à Alcochete permettra de vérifier et compléter la pertinence de l'ordre du jour de l'échange R5, dont la date est sujette à modification pour tenir compte du contexte sanitaire.
THE ARK PROJECT
Special talks between the other partners may be implemented the 15 th in order to see what sort of changes or additions Portugal, Romania and Bulgaria want to make from the sketch produced by French students in June.
La nature des ajouts et/ou changements que les partenaires étrangers pourraient souhaiter fera éventuellement l'objet d'une concertation entre eux afin d'affiner le contenu des ateliers vidéos prévus lors de C5. La partie française envisage de faire appel à de nouveaux experts pour ce qui concerne l'étalonnage du film.
SUSTAINABILITY
Keeping in touch as eTwinners and/or members of the ILARGIA league is a goal. The General Assembly of our association is supposed to be implement at the same time we do C5.

Bonjour
le conseil d'administration du Lycée Maurice Ravel se réunit ce Jeudi soir pour adopter un fonctionnement pédagogique par demi-groupes en raison de la Pandémie.
Dans ces conditions, nous tacherons de maintenir la mise en oeuvre locale d'une semaine de mobilisation erasmus+ impliquant nos propres élèves, qui aurait lieu soit la deuxième ou la troisième semaine de décembre, en fonction des nouveaux emplois du temps. Dans ce cadre, des ateliers transnationaux seront prévus (virtuels - pour permettre que vous puissiez y participer à distance - ou réels si certains partenaires sont en situation de pouvoir venir en France dans un mois, ce qu'il est impossible de prédire).
Je vous propose de reporter notre visioconférence (prévue initialement ces jours-ci) au Samedi 14 novembre ou à un jour proche de celui-là ; dès que nous serons en mesure de vous communiquer un planning prévisionnel détaillé, je vous l'enverrai par courriel et conviendrai d'un rendez-vous en ligne définitif pour faire le point.

the High School council meets this Thursday evening to adopt a pedagogical operation by half-groups because of the Pandemic.
In these conditions, we will try to maintain the local implementation of an Erasmus + mobilization week involving our own students, which would take place the second or third week of December, depending on the new timetables. In this context, transnational workshops will be planned (virtual - to allow you to participate remotely - or real if some partners are allowed to come to France next month, which is impossible to predict).
I suggest you postpone our videoconference (scheduled for these days) to Saturday, the 14th of November or a day close to that; as soon as we will be able to communicate a provisional schedule to you, I will send it to you by email and will arrange a final online meeting to take stock.

We think the best time for a real and/or virtual meeting (instead of) C5 is the latest days before Xmas since - according to our Prime Minister - the Quarantaine may be extended in France a little time after the 1st of december. Concrete Workshops would be done with some of you if people can travel to France and if the starting country allow you to join us. If it is not the case, take part to the online Workshops is the only way for you to keep 15% of the « sustain funds » given for R5 by the EU. We believe you can also save 10% of the travel costs transfering its from short term exchange funds to « exceptional needs » budget on Mobility Tool. We are waiting now for your opinion about all the themes we planned to target and a concrete response for each of the workshops : are you able to find some students to cooperate and overcome the challenge for W1, W2 and so on ?
