Declaration
of human being duties towards animals and our common environment
Article 1
Every man must
show respect for all animal life.
Article 2
A human being
cannot under any circumstances submit an animal to mistreatment or
cruel acts.
Article 3-1
If the
suffering of the animal had a degree requiring its killing, it should
be administered in a painless and non-generating stress way.
Article 3-2
In the event
that an animal endangers the life of a man, it should be killed
quickly and without making the animal suffer.
Article 4-1
Wild animals
must be able to live and reproduce freely in their natural
environment.
Article 4-2
If a species is
threatened with extinction by human actions, it must be preserved.
Article 4-2
The confinement
for the recreation of wild animals in zoos or circuses as well as
killing for leisure are contrary to the law.
Article 5-1
The animal that
man holds under his dependence is entitled to attentive care and
maintenance.
Article 5-2
It must in no
way be abandoned, or put to death unjustifiably.
Article 5-3
The abandonment
of this animal is contrary to this right and is a crime as well as
the killing of the animal.
Article 5-4
Breeding
must be entitled to a proper living space and treated with respect.
The breeder must be attentive to the animal, treat it according to
its Physiology and the behaviour peculiar to its species and ensure
that it does not lack anything.
Article 6
Any use of an
animal for films or other forms of production must respect the
dignity of the animal and must not endanger it and must not involve
violence.
Article 7-1
Experimentation
on animals involving physical or psychic suffering is prohibited.
Article 7-2
Replacement
methods must be developed and systematically implemented.
Article 8-1
Any act
compromising the survival of a wild species, and any decision leading
to such an act constitutes genocide, that is, a crime against the
species.
Article 8-2
The slaughter
of wild animals, pollution and the destruction of biotopes are
genocides.
Article 9
The defence and
safeguarding of the animal must be guaranteed within the Government
agencies.
Article 10
Education and
public instruction must lead man, from his childhood, to observe,
understand, and respect animals and their natural environment.
Article 11
Government
action must promote and incite animal-friendly practices and
consumptions and the principles promulgated in this Declaration.
Article 12
Government
action must facilitate the principles set out in this Declaration and
punish those who oppose it.
